Because cost should never be the reason a family faces the school district alone.
If you are reading this page, there is a good chance you are already carrying a lot. Navigating special education is hard work under any circumstances. Doing it with financial stress layered on top is harder still.
ACE Resources was built on the belief that every family deserves access to knowledgeable advocacy — regardless of income. This sliding scale exists not as a favor, but as a commitment. If the standard rates for Direct Advocacy or Single Session Consultation create a barrier for your family, I want to know. We will find a way to make it work.
The application process is straightforward. You submit basic household income information and supporting documentation. All information is held in strict confidence and has no bearing on the quality or character of services you receive. Approval typically takes 10 business days. Once approved, your reduced rate is locked for the school year, with renewal required each September 1st.
No judgment. No difference in how you are treated. Just advocacy — at a rate your family can manage.
Sliding scale pricing applies to two service types. All other services are available at standard rates only.
Direct Advocacy (Hourly)
Meeting attendance, document review, correspondence drafting, and all hourly advocacy services — online ($100/hr standard) and in-person in NC ($150/hr standard).
Single Session Consultation
30-minute, 60-minute, and Comprehensive Case Review sessions — online and in-person (NC). Billed at your approved tier's hourly rate.
Income Based Reduced Rates
Eligibility is based on total household income relative to the Federal Poverty Level (FPL) for your household size. Your approved tier sets a flat hourly rate for the school year.
Find the income band that matches your household. The reduced rate shown is a flat hourly rate — it applies to both hourly Direct Advocacy and to Single Session Consultations (prorated to session length).
Income bands are reviewed each year against current Federal Poverty Guidelines. Families experiencing a documented hardship (job loss, medical crisis, or similar) may request individual consideration outside these bands by contacting Jill Center directly.

Please include one item from each category below. Documents can be uploaded with the form or emailed separately. All records are kept confidential and are used only to determine your rate.
Most recent tax return (Form 1040), or two recent pay stubs, or a benefits award letter.
Listed on the application — dependents claimed and adults contributing to household income.
If applicable: SNAP, Medicaid, SSI, free/reduced lunch, or similar can support Tier 1 eligibility.

You'll receive written confirmation of your approved tier and flat hourly rate for the school year.
Your reduced rate applies to all eligible Direct Advocacy and Single Session Consultation work. Renews each September 1st.
Approved rates renew each September 1st
Your reduced rate is locked for the school year. Before September 1st each year, you'll receive a reminder to submit updated income information so your tier reflects your current situation. If your circumstances change mid-year — for better or worse — reach out any time and we'll reassess.
